The bill (Reg. No. 1538) suggests improving payments of companies of centralized water supply and sewerage for consumed energy and determining a mechanism for paying the loans received from international financial organizations.

As it was mentioned at the discussion, the document does not include criteria for determining an authorized bank for opening accounts with a special regime and exhaustive list of payments that are to be made from these accounts.
